What current tools miss

Power meters measure output, not readiness. Garmin Training Readiness doesn’t know your coach prescribed intervals. Oura doesn’t know you did a 5-hour ride two days ago. None of them ask how your legs actually feel.

What signals matter

For cyclists: TSS accumulation (last 3 days), power-to-weight trends (Withings), CTL/ATL/TSB form (Intervals.icu), HRV against personal baseline (Oura/WHOOP), sleep quality, and most importantly — how your legs feel and whether you’re motivated.

Rudder adjusts its decision thresholds based on your training phase. Build-week fatigue is tolerated more because the stimulus is the point. Recovery-week fatigue triggers an earlier back-off call.
